Abstract: Correspondence, telegrams, memoranda, reports, agreements, minutes, histories, financial records, lists, press summaries, and photographs relating to American relief in the Soviet Union following the Russian Civil War, and food and public health problems, agriculture, economic conditions, transportation and communications, and political and social developments, in the Soviet Union. From to the Department of Christian Social Relations in cooperation with the American Friends Service Committee directed relief in the form of money, food, and clothing to the unemployed miners in the bituminous coal districts of Ohio, West Virginia, Kentucky, and Pennsylvania.

According to an agreement of August 20, between the Soviet government and the American Relief Administration, the distribution of the foodstuffs and other relief supplies was to be handled by the A. R. A., so Americans were placed in charge of districts into which the famine zone was divided. While the American Red Cross maintained its position as a leading provider of U.S. international disaster aid, a host of other voluntary associations—including Church World Service, Catholic Relief Services, Cooperative for Assistance and Relief Everywhere (CARE), and dozens of others—steadily joined the ARC in this field.
